We study time reversal symmetric insulators of interacting electrons in three dimensions. Apart from the familiar topological band insulator we show that there are 6 other topological insulators once electron interactions are included corresponding to a classification by the group Z_2^3. The two extra root states that generate the Z_2^3 may be constructed as electronic Mott insulators where the electron spins form a spin analog of a topological insulator. These states - known as topological paramagnets - have been previously described as bosonic Symmetry Protected Topological phases. We also clarify the role of the Kramers structure of the electron in this classification. Implications for some related problems are discussed.
