We consider the spin physics of fractional quantum Hall effect as a continuous function of the filling factor, and predict a rich phase diagram with magnetic phase transitions whose phase boundaries cut across many fractional plateaus. The calculated phase diagram also applies to fractional quantum Hall effect in systems where valleys may play the role of spin, such as AlAs quantum wells, graphene, and H terminated Si(111) surface.
